Chemical Tanker Committee (CTC)

  The Main aims:

  • To further the interests of independent chemical tanker owners with regard to the continuous enhancement of relevant safety issues and commercial, pollution prevention and regulatory matters.
  • To act as a resource group for INTERTANKO and wherever possible act as a link with the chemical industry and its organisations with the aim of ensuring that chemical tanker owners interests are reflected in the chemical industry’s day to day trading activities.
  • Actively develop and continue its dialogue with the International Maritime Organization (IMO), International Chamber of Shipping (ICS), Federation of Oils, Seeds and Fats Associations (FOSFA), European Petrochemical Association (EPCA), European Chemical Industry Council (CEFIC) and other chemical/shipping organisations with a view to developing mutual cooperation where it is found useful and beneficial to INTERTANKO members to do so.

INTERTANKO continues to represent over 80% of the world’s parcel tanker and chemical tanker fleet, and the Committee’s effectiveness is broadening and deepening.

One of the primary issues facing the committee has been the 1 January 2007 implementation date of the MARPOL Annex II Revisions. The work of the CTC included participation in the final amendments to MARPOL Annex II and in the associated revisions of the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (IBC Code), and in a number of implementation issues.

In order to provide the chemical tanker industry with the most upto- date information on this complicated issue, INTERTANKO published the INTERTANKO Practical Guide to the Revisions to MARPOL Annex II. This document contains 40-plus pages of practical guidance regarding the revisions to MARPOL Annex II and the associated revisions to the IBC Code. It includes the effects on the carriage of vegetable oils, and an update on the U.S. Coast Guard Navigation and Vessel Inspection Circular (NVIC) to implement MARPOL Annex II. There is a full list of products for comparison, indicating today’s pollution category and ship type requirements, and what the revised ship type and pollution category are effective from 1st January 2007.

Other current issues and work programme items are:

  • Active participation within the "Inter-Industry Group", which is addressing accidents onboard chemical tankers and small product tankers, including the chairing of task groups, and the production of survey reports and technical papers which assist the group in the review process, and with its findings, its conclusions and its report to the IMO.
  • FOSFA rules on banned last cargoes.
  • Reviewing better procedures for the improvement of chemical tanker safety, and acting on them.
  • OPRC-HNS Protocol - production of guidance documents
  • Representation at IMO meetings on chemical issues (BLG, MEPC, MSC, ESPH)
  • Production of INTERTANKO’s Chemical Tanker Review
  • Ongoing issuance of INTERTANKO Chemical Contact Bulletins
  • Co-opted appointment to the FOSFA Oils and Fats Committee
  • Representation at the following Chemical Distribution Institute’s (CDI) Accreditation Committee, its Technical Committee, and its Audit Committee, as well as on the CDI Executive Board.
